Stress is not a bad thing by itself. In fact, if there was no stress at all, one would probably get bored and in the frustration that follows, seek out some challenges. We call the productive good stress "Eustress", though really when we say "Stress Management," we are talking about the Bad Stress, the kind that gets one blood pressure up, makes one feel miserable and doubting one's own capabilities. In counselling, we help one recognize stressors, including one's own unhelpful thoughts and beliefs, and work with the client to improve their stress management capacity, including relaxation, time management, assertive communication and any number of other tools that may be helpful for them in their situation.
